In the first call, ID #11363015931 based on my experience, I am 99,99% sure that the caller reached VM.
So, coming back to the call in question. ID #11462536751. I am not 100% clear what it said almost at the end of the call, but if it says that the department staffs are away from the desk, I would consider that as VM prompt.

We look forward to speak with you, so please...
I'll transfer you to voicemail.. (then the call is transferred to a greeting and the caller disconnects).
And I'd like to add that I am not a Senior Mediator or Admin. My word is not a demand, but I am always studying/reading about different scenarios, learning from experiences (mostly in medical calls) and I like to share my knowledge/opinion everytime I can.
